Definition: bureaucracy is a model of organization based upon rules, hierarchy, impersonality and a division of labour and has been the dominant form of organization for over a century. (Grey, 2007)

Consist of: functional specialization, hierarchy of authority, system of rules, impersonality
Weber: it was becoming more and more dominant from the late 19th century onwards, and was the most technically efficient and rational form of organization. However, bemoaned and despaired also arise.
